plug in the jumper cable, led is flashing like crazy with green/red lights. label says check the manual. But nothing mentioned there. English manual is poorly written. Hard to understand what it says.

second time i ordered this item. both times the packaging were different from what is shown on the item webpage. again the inside bag isn't sealed which makes me not comfortable if this is the proper cartridge and the quality/condition of it.
