Does not fit under sit stand desk because of center rail.

It does lock, but you can use some brute force and pull it opened. It's not a lot of force too. The lock just ends up slightly bent, but you can unscrew it and flip it the other way so it locks properly again. I would not recommend putting valuable possessions in it.
